Multipurpose Senior Services Program (MSSP)
The Multipurpose Senior Services Program (MSSP) offers social and health care management services to help individuals stay in their own homes and communities. The majority of participants also receive In-Home Supportive Services. MSSP provides ongoing care coordination, connects participants to necessary community services and resources, collaborates with health care providers, and purchases some required services that are unavailable elsewhere to prevent or delay institutionalization. The total annual combined expense of care management and other services must be less than the cost of receiving care in a skilled nursing facility.
A team of health and social service professionals assesses each MSSP participant's health and psychosocial needs to determine the required services. This team then collaborates with the participant, their physician, family, and others to develop an individualized care plan. Services include:
- Care management
- Adult day care
- Minor home repair/maintenance
- Supplemental in-home chore, personal care, and protective supervision services
- Respite services
- Transportation services
- Counseling and therapeutic services
- Meal services
- Communication services
Eligibility Requirements:
Individuals must be 65 years or older, eligible for Medi-Cal under a qualifying primary Medi-Cal aid code, and certified or certifiable for placement in a skilled nursing facility.
Assisted Living Waiver (ALW) Summary
The Assisted Living Waiver (ALW) is a Home and Community-Based Services (HCBS) waiver program developed by the California Department of Health Care Services (DHCS) to test the efficacy of assisted living as a Medi-Cal benefit. It was initially a pilot program in three counties and was expanded after its success.
To be eligible for ALW, an individual must be 21 or older, have full-scope Medi-Cal eligibility with no share of cost, require nursing facility-level care, be willing to live in an assisted living setting, and be able to reside safely in assisted living or public subsidized housing in specific counties.
The ALW aims to facilitate safe transitions for Medi-Cal-eligible seniors and persons with disabilities from nursing facilities to community-based settings such as Residential Care Facilities for the Elderly (RCFE), Adult Residential Care Facilities (ARF), or public subsidized housing, and prevent at-risk individuals from being institutionalized by offering them ALW services to meet their care needs.

In Home Supportive Services (IHSS) is a federal, state, and locally funded program aimed at providing assistance to eligible aged, blind, and disabled individuals who would be unable to remain safely in their own homes without this care. The program serves as an alternative to out-of-home care, such as nursing homes or board and care facilities.
Services that can be authorized through IHSS include housecleaning, meal preparation, laundry, grocery shopping, personal care services, accompaniment to medical appointments, and protective supervision for the mentally impaired.
Who can use this service?

- Must submit a completed Health Care Certification form

There are three categories of eligibility for ADA service:
- Individuals with a disability who, as a result of physical or mental impairment (including vision impairment), cannot board, ride, or disembark from any vehicle without assistance (except from the operator of a wheelchair lift or other boarding assistance device).
